Kandhal has served as chairman of the US Transportation Research Board Committee on Asphalt Mixtures (6 years); chairman of the ASTM International D04 Committee on Road and Paving Materials (2 years) which is responsible for over 200 standards used worldwide; president of the Association of Asphalt Paving Technologists, which has members in all continents of the world; and chairman of the American Society of Civil Engineers Subcommittee on Asphalt.

After graduation from Iowa State, Kandhal joined the Pennsylvania Department of Transportation (PennDOT) as Chief Asphalt Engineer in 1970 after a brief stint with Berger Associates as highway engineer.
